IIRC, this is already working more or less. See some recent commits by Mike Nordell. I can toggle toolbars off or on in my win32 nightlies. There's still a bug or two, though (for lack of a better word, the "container for all 3 toolbars" doesn't hide after the last toolbar is removed).
