Just one more idea:
Is that warning still emitted if you use $LANG=he_IL.ISO8859-N (where N is
the correct number - sorry I don't remember it)?
Also I would recommend you to add the following to
/usr/share/locale/locale.alias
he_IL he_IL.ISO8859-N
Does it helps a little?
