BUGREPORT: latex exporter puts "\begin{document}" only first timeexporter is run

 Hi, 

 I've got a bugreport from Andrei Stankevich <[EMAIL PROTECTED]> - it's
turned out that .latex exporter emits "\begin{document}" only when exporting
file first time. In subsequent exports that string won't be emitted (since the
state is saved in static variable). Of course files without "\begin{document}"
can't be processed by LaTex.
