Windows non latin-1 input

The current Windows version of AW (.7.13) still does not handle 
correctly (at all) input from non ANSI char sets such as latin-2; this 
is a great sourcer of frustration for many users and has been 
logged entered into bugzilla by a dozen or so people. Could please 
someone look into this (the principal bug is 528)
