[PATCH] IRC logging and developer.phtml

Guys,

Here's a patch which adds info about our new IRC logs to the
developer.phtml page, and also makes that particular page xhtml
compliant.  I'll try to work on the others as far as xhtml-compliance
goes.  Shouldn't be too bad at all.
