Patch: Bug 1624

I thought it might be harder to fix the bug I just posted yesterday
but it wasn't.  UT_Mbtowc, UT_Wctomb, and UT_String had their encoding
converters implicitly initialized with the system native encoding and
assuming it was 8 bit ASCII compatible.  This is not the case on Win
NT/2000/XP.  I've added getNative8BitEncodingName to XAP_EncodingManager
which always returns an ASCII compatible character set.
