Default Zoom Preference

As I was in the neighborhood of prefernces for the Windows Splash screen
preferences, I decided to see if I could impliments a Default Zoom on
startup.  I have it in XP-code.  The user has to manually edit
his/hers profile to change the default of 100.

As we are close to a release, and this wasn't on the TODO list, I am
holding this change.  If it should be in for the release, let me know.
