libiconv 1.7 on Win32, QNX, etc.?

Hi,

Has anyone updated libiconv/Makefile.abi (for command-line builds) since the 
upgrade to 1.7?  I may be rusty, but from what I can tell, this still needs 
to be done. 

If so, then what version of libiconv was used to produce the 0.9.0 builds?
