Commit: win32 iconv fix (bug 1408)

Fix for Win32:
UCS-LE is not a valid encoding. UCS-2LE is. Thanks to Tim LaDuca 
and Mantas Kriauciunas (aka Monte) for the help.
This should fix bug 1408
