Two weeks break in Weekly News

I'll be on vacation the next two weeks.

If someone wants to cover for me, check out the webcvs module and look
in dev/news/xml. You need libxslt to generate the HTML from the XML
template. There's a short (and likely incomplete) README.txt in the
directory.

It takes me 30-45 minutes to write the Weekly News - you'd probably
take a little (lot :) longer the first time.
