>From memory of the BeOS code (which is not in front of me right now) this is
library code to allow BeOS to /display/ tooltips (which there are no native
APIs for), not anything to do with the XP structure, so don't be too alarmed
by it.
I think the tooltip strings are available somewhere in the structures
holding toolbar button information (but I may be wrong).
