This has been discussed lengthly. Please read the archive of bith -user and
-dev lists before asking it again and again.

It is correct. A program with no window has no meaning, neither have openning a
window when being requested to close one.

Because those program are written for GUI system that either:
-have a menu bar permanently displayed as long as the program is running
(MacOS)
-have windows inside a main window.... (MDI stupid paradigm on Windows)
