That is totally stupid IMHO. Just set mode to print view and edit them.
BTW It would not be too hard to make them appear via the Edit Header
menus/icons in normal mode and make them go away after you've finished
editting.
I'll get around to this eventually but until someone does I think leave
these controls disabled in "Normal" Mode.
