Just to give you a bit of encouragement I'm not sure what your doing wrong, but it should definitely work. It was very simple for me, I installed MSVC 6 (with all options) and inserted the VCVARS32.BAT text into the top of my cygwin.bat. Also I installed ALL of the cygwin packages. Worked the 1st time. I suggest reinstalling everything (ALL options, MSVC and Cygwin) and pasting the VCVARS32.bat into cygwin.bat.
