NULL or near empty Strings are going to be required in the US locale as they will be required for placeholders for various menu items, etc. I have found that NULLs will work for declarations in the code strings file. Translations and maintenance of near-empty or NULL strings are not required and probably should be removed from the various .strings files. They are there as hold-overs from moving the menu strings.
