What you should really do is get in touch with Nullsoft and make an RFE, they dont have anything like bugzilla (or at least didn't) so you will have to post on their message board and maybe mail someone @nullsoft.com
You can report it in bugzilla but unless Michael Pritchett is feeling incredibly over zealous nothings ever going to be done about it. As a long time windows user i expect programs to agressively pop to the front, i especially hate when Netscape appears to stall because i did not click a message dialog somewhere at the bottom of a stack of frames. Grrr! But the nullsoft installer is not doing anything quite so annoying. They might fix it, but again they dont have bugzilla so the best way to bring this to their attention is to mail them a patch.
