autogen.sh now auto-detects plugins and constructs the umbrella build
system. The way to disable a plugin is to delete 'plugin.cfg' in the
plugin's dir. Please be sure to read README.
One or two glitches still to be ironed out. For example: don't delete
tests/eg/plugin.cfg! (Not that you will ever need to.)
