Maintaining pre-built automake build systems in CVS is always a pain.

In this case: psiconv's configure is generated by autoconf-2.52, it creates
config.status, the Makefile decides that autoconf needs to be re-run and
does so, but autoconf-2.13 gets run, then the Makefile runs config.status
which in turn re-runs configure - not realizing that ancient autoconf-2.13
has changed it... version conflict

o (hopefully) fix build system
