While the fix is proper assuming v4.72 is the minimal version needed,
it did fail to compile with VC5 (at least my tinderbox) that lacks shlwapi.h,
so in testing my minor correction, I found a weird behavior.  In the 
meantime I reverted the changes so stock VC5 should be able to compile again.
[My VC5 compiled binaries seem to display the toolbar on Windows 95b using
comctl.dll v4.70, but my VC6 compiled binaries seem to require a newer
comctl.dll to correctly display the toolbars.]
