Whatever the means are of providing a new container.

The MultiEdit 8.0 alternative implementation suggested is like what's
used in Mozilla and XChat. It *also* does not scale.

There should be no categories - or they should at the very least be
possible to flatten - simply because user Joe does not necessarily know
where developer Jim decided to put option XYZ.

This Bug is really saying "having more than 4 tabs is bad" where I'm
saying "having catagories is bad". See the difference? Spending a half
hour looking for an option sucks, whether using tabs or some other way
of presenting catagories.
