another big commit on the next-gen plugin build system.
this one attaches description & default enable-state properties to each
plugin. people who regularly build particular subsets of plugins may like
to generate a helper script using "./nextgen.sh --script" and edit this...
I'm not planning any further changes, though no doubt some will become
necessary over time.
