It didn't compile before this, and hadn't gone through the UCS2->UCS4 transition at all. It works now, and damn well too. Tested on Redhat 7.3.
Remaining issues: it should *theoretically* be possible just to pass ucs-4 data straight to pspell, but in practice, you'd rather not do that... I still convert to/from utf-8 when marshalling data between ourselves and pspell. Also, this lets us keep backwards compatibility with pspell 0.11, and not just limit ourselves to pspell 0.12 Dom
