I just want to point out that you should fill these fields in system.profile, but NOT IN THE REFERENCE PROFILE. It should be in the real profile, usually almost empty, and located at the end of the file. I've got it wrong myself plenty of times, and that's a very FAQ. I don't know if that's the problem, or if you've done it right and there is some bug somewhere, but please double check the system.profile, and read the comments that you will find in it.
