Actually it does not. It is trivial to add it, however there may be issues when the language used does not match well with the active codepage (or whatever its called in Windows GUI). [On NT this could probably be avoided, but I doubt it on Win 9x.] Have a look at http://abiword.pchasm.org/patches/ap_Win32Prefs-envlang.cpp.diff which probably still applies for an example implementation; though I don't claim it is fully correct. :-) It is partially derived from the Unix code. I use it when I want a build that is easy to switch the UI between English and Spanish.
