moved the charset table from the .h file to a new ie_imp_StarOffice_encodings.cpp together with the findConverter function, and added the prototype for that function to ie_imp_StarOffice_encodings.h
no user-visible changes but this should make it possible to basically take these two files as-is and use them for a starcalc importer for gnumeric (when I'll start working on it)
