This was a race condition that occurred when with the Toolbar zoom. Change
of zoom cause the incremental loader to fire, but when the mouse was also
over the top toolbar another event fired (MouseMove). Hence the
unpredictable nature of this bug. The clashing events cause this bug.
A quick check on Win32 to verify that the view is done loading before firing
a mouse move event was added.
