AbiWord has a DTD that roughly applies to the current
abiword file format. We have a link to it inside of
our documents: http://www.abisource.com/awml.dtd

This is all that's required, and all that we'll be
doing.  OO doesn't ship a DTD in its sxw files -
neither will we.
