I'm enabling the HTML Options dialog at long last. I think this works on
UNIX and Windows, but I'm not sure about other platforms. Please feel free
to yell at me if I screw something up...

o fl_BlockLayout & fv_View: mark styles in use
o ie_exp_HTML:
- implement a new s_StyleTree class for tracking styles
- enable the HTML options dialog
o ut_string_class: add more != and == operators to UT_UTF8String
