Here's good news for you. I reported the same bug (and a few others also
related to internationalization in Windows) on the abiword-dev list a few
weeks ago, shortly after the release of 0.7.12. I understand these bugs
have in the meantime been corrected, but the patches are not yet contained
in a new release.
>From what I gather, we can expect i18n features in Windows builds to
improve a lot in the next releases. (Rumour has it that even some
bidirectionality support for Arabic etc. is under way.)
