Go to http://bugzilla.abisource.com and spend some time playing around with the queries. You can search for and find already filed bugs, but be prepared to spend a little time poking around and reading bugs to find what you're looking for. In other words, you may have to read through quite a few bug reports to make sure the one you want to file hasn't already been done. As a matter of fact, there's one on file already for the behavior you describe: crashing in Windows when changing settings in page setup. I cannot remember offhand whether that one has been fixed or not.
