There's a technical reason. If you make a debug build from the source
code, it's there, but it, apparently, has serious problems. (I don't
bother with it, just using rtf when I need to transfer to Word.)
The 'Save As' and 'Open' options are, I think, largely independent. For
example, the Debug build currently has a WordPerfect importer, but no
exporter, and a KWord exporter, but no importer.
AbiWord will save Word docs as soon as the relevant bit of code works.
