As far as I know there is not a 0.99.1 build for Windows yet. The cause appears to be the � (i with an accent), as replacing it with an i (plain) in the document allows it to open, alternatively adding an encoding value to the <?xml declaration (eg <?xml version="1.0" encoding="latin1"?> ) also allows it to open, but any valid value I've tried for encoding results in the � being replaced by �- (two characters) when AbiWord shows the text. This is just from glancing, I'm sure someone with more time/experience with code can give a more accurate answer.
