I've had this, and as I recall, the solution was more drastic than you'd expect. Create a new database and import all your DB objects, tables, queries, forms, reports, modules, from the old one into the new one. If you've made toolbars or menubars, or import/export specifications, you need to be sure to click on the "advanced" options to get those also. Be sure to change any references to match the original, and set up the same startup routine. There's no saying what causes this, but this route should work to get you going again.
