Two options:
 
In query design, go to the AGE field...in the criteria cell, copy and paste one of the following:
 
     Between 16 And 25
 
OR  if you want a prompt to select an age range, use
 
     Between [Enter First Age] And [Enter Last Age]
 
The first option always give you only 16 thru 25.  The second option allows you to input any range you want.
