G'day CJ I suspect that you are using a VideoProducerService, which is designed to mute the video streams to reduce decoding load. The Video Producer is generally used within a Multi-computer AG node, in which a separate capture machine is used and the decoding of video isn't required.
If you would like to have all the video "unmuted", I suggest you try using the VideoService or VideoServiceHD node services, as by default the video streams are not muted. Hope this helps.
