This seems to have been the key!  If I tell dc1394_loopback to put out 
352x288, VIC likes it and gives me a good image (well, by H261 standards).
Now what I want to figure out how to do is produce a 640x480 H264 stream 
*and* the H261 stream at the same time.  Thoughts on that?
