A follow up to my original email. It turns out the VenueServer does not read from a specified venueserver.cfg file. I used to start the venue server with -c VenueServer3.cfg, but doing a tail of the directory, I noticed a "new" file created called VenueServer.cfg which had the wrong textPort. Changing this to 5223 fixed my problem. I hope nobody else has this problem.
