It appears that rate control is not working on the AG3.1beta vic build. We have a low bandwidth participant that we all normally scale back video for; however, since the update to AG3.1beta, many participants (windows for sure... I haven't seen it on linux yet) still see high bandwidth for vic even though the rate control is set low (set for ~100Kb and seeing ~500Kb)
