Your email doesn't make it clear if you are having problems with the 
VenueVNC client or server?

Regarding VenueVNCClient, copy TightVNC 1.2.9's vncviewer.exe to:
  C:\Program Files\AGTk-3\SharedApplications\VenueVNC\
The original vncviewer.exe that came with AGTk 2.4 can be downloaded from:
  
http://fl-cvs.mcs.anl.gov/viewcvs/viewcvs.cgi/AccessGrid/sharedapps/VenueVNC/vncviewer.exe

Regarding VenueVNCServer (and RealVNC 4), info on how to run it can be found 
here:

(note: VenueVNCServer.py comes with AGtk 2.4 and later). I've never used 
VenueVNCServer on Windows, so have no first hand experience.
