Hi, Yes, I've observed this too (the first phenomenon) on a Dell Optiplex PC (using its built in sound) running Windows XP. It appears unless a small noise is made, the audio playback is cut off. RAT still operates its VU meter and is receiving data, just no sound comes out. I have an echo-cancelling microphone too, from this kit:
