I'm not up on tech jargon it seems - what's "sloppy focus"?

Focus is handled by the cameras. The quality of the compression is handled by 
the VIC.

If you have focus issues on the cameras due to lighting/zooming/contrast issues 
you will need to address this with the camera itself. You can switch focus to 
manual if for example you have something that moves in front of the camera 
repeatedly causing it to refocus often while on a main subject (like someone 
walking in front of the camera), etc.

Depends on the particular camera, but all the Canon and Sony ones i've used do 
it the same way.
