Thanks to everyone who responded to my plea for help. Gregory Browning had the corrective solution of installing the python extensions for Windows. These were located at http://sourceforge.net/project/showfiles.php?group_id=78018.
Installing these extensions between the wxPython and the AGTK 2.3 allowed everything to install and run fine. Might this link be included with the information on http://www-unix.mcs.anl.gov/fl/research/accessgrid/software/releases/2.3 /windows.html.
