West, Just as a test, try a configuration with a much greater range between portMin & portMax e.g. portMin = 20000, portMax =30000. I think there's something amiss with port number allocations when min/max are so close. I previously tried a narrow range like yours (in order to try to generate specific, repeatable port numbers), but it didn't work as expected.
