It may just be a typo on your part, but RAT is the audio tool,
so echo cancellation is turned off in RAT, not VIC.  We have AG2.1.2
running in single computer XP - just finished a demo to the UK's
Minister for Science, Lord Sainsbury (about 10 mins ago!).

To turn off echo cancellation, go to main RAT window, click options,
then in the drop-down menu select Audio and in that click Off.
