I still think this has the potential to cause major problems for 
multiple ATs. Using two screen readers is not ideal, but a user might 
well use a screen reader and a magnifier. Also, if one AT exits and 
another starts without quitting apps first, there could be problems too. 
I'll repeat this again: IsWinEventHookInstalled() should definitely be 
investigated thoroughly as a solution to this problem before even 
considering such an API.
