Since it is a Wiki, it is editable by all.  But you'll need to establish an 
individual account with the Document Foundation web site and log-in.
 
Once you log-in you are able to edit. 
 
On the right hand side of the screen there will be an [edit] tab for each 
section of the Wiki.
 
Select that and a web editor will open with the section being marked up 
displayed.
 
You'll enter your "vote/comment" in either the "I agree with that request" or 
the "I disagree with that request" segments.
 
Each new "vote/comment" in the appropriate segment is started with a # symbol.
 
Entry location is not critical, but practice is to insert a new "vote/comment" 
at the bottom of the segment.
