Perhaps it belongs on NVDA's GitHub issue tracker, rather than with LibreOffice, as your explanations suggests that NVDA can obtain the correct information when the option is enabled.

I only run LibreOffice under Linux, where this works correctly, so I can't reproduce without going through the entire installation process in a Windows environment - and that isn't a priority right now.
