The PortableApps builds are not maintained by The Document Foundation,
rather the builds are a hosted project of the PortableApps.com folks.
The primary packager has been John T. Haller, and it looks as though
there
has been no progress yet on a LibreOffice 25.8 release as a PortableApps
package.
The LibreOffice 24.8.7 and LibreOffice 25.2.7 remain the latest
packaging.
You can follow their support forum at

where any current and ongoing packaging news will appear.
