It's not only a question of stray dogs. In fact all the stray animals pose a
serious challenge to our safety and mobility. Stray animals have made most
of us very dependent for mobility. I hardly use cane these days since I
returned to Lucknow as the streets are full of stray dogs, bulls and cows.
This is definitely an access issue which we must address to the civic
authorities in an organized manner.

Infact stray dogs are  a mennace for blind people.  I believe the Government

and other civic authorities should play a more active role in rounding up 
stray animals.  I remember Pranav complaining about  dogs in the 
neighbourhood where he lives in Mumbai.  Pranay Gadodia  has been bitten by 
a dog while on his way to the office.  I have nearly been bitten when I 
stepped on a sleeping dog  on my path  while walking towards my office.  I 
think stray  dogs  on the loose in public spaces  definitely can be 
classified as an access issue when it comes to the vision impaired.  It is a

safety hazard.

Could not resist responding to this though its off topic.

I have traveled widely in India. Worked in slums of bangalore and chennai
wondered around the cities of Raipur , Bhopal, Delhi and so on. Lived in
villages. One thing is clear to me dogs bark when they see a stick (the
white cane we hold) when they are single its not a problem they don't
attack. when they are in a group They tend to attack. (dog behavior) I was
chased by dogs many times in these cities and now what I do is immediately
fold my Cain when I here a dog and ask for help. I was about to be bitten by
a dog in Bangalore.
