I do not think mobile phones come with Talks/ Mobile
Speak preloaded. Mobiles are manufactured for a large
variety of users and blind people form only a small
segment of the entire mobile using community. However,
if the mobile phones are purchased through an
organisation working for providing the vlind with
mobiles, you may have Talks/ Mobile Speak preloaded on
the phone.

Another reason for not preloading Talks/ Mobile Speak
is that every registered copy of Talks/ Mobile Speak
is registered in a handset specific manner and does
not work on another handset.

I am using Talks and did not have to install any
additional hardware for using Talks.
